Broknarra's Crown has been granted eleven parcels of choice land within the Earldom which they may deed out to worthy Thanes to manage on their behalf as Landholders.  This provisional grant is done with the objective of evaluating the viability of parcel allocation on a broader scale as the borders of Apokrypha are expanded.

PROVISIONAL GUIDELINES:
The Thanes are chosen by a show of arms on an annual basis for each Deeded parcel.  Eligible contestants will be Citizens of Apokrypha deemed to be in 'good standing' by their local Crown.  The Chancellor of the Ward will announce at least one month in advance when an parcel Deed is up for acquisition.  Since the Crown is desirious of ensuring the strongest, most capable Thane is chosen, the contest of arms is conducted among all viable contenders.  Each contender must levy an entry duty of TWENTY-FIVE Syn Coin.

The contest of arms is a awarded to the contingent that is victorious in at least three of five "open field" battles. Typically, the contingents will be no more than two competing sides. However, if more than two contingents are deemed acceptable and present themselves, then all of them will do battle simlultaneously for the prospective parcel. If, in a multi-contingent setting, one side does not achieve three victories among the five battles, then additional battles will be conducted among the top two victors (of the inital five battles) until such time as one contingent has accumulated three victories.

The leader of the victorious contingent is awarded one-half of the Syn entry duty collected and the balance belongs to the Crown (for infusion into the local economy via the Retainers).  Further, the Thane swears an oath to the Crown affirming their intention to manage the land to the best of their ability and to pay the Crown a monthly duty of TWO Syn Coin (FOUR if the weekly mustering is held on their property).  Finally, the Crown confers the Deed to the prospective parcel and title of Thane to the victorious contender.

The new Thane holds the parcel for a period of one year and may enjoy all profits from the property, provided they sustain it in good order and honor their monthly duty to the Crown.  At the conclusion of one year, the Thane may relinquish their landholding or contend again for its renewal.

As the landholder, the Thane is authorized to subdivide choices plots within the parcel (eg, a highly valued encampment location at the weekly gathering location) and allocate them to factions as befits their will. (eg, keep the choice land for themselves, auction off the subdivisions, or charge a squatters duty to Factions wishin to encamp on the Thane's landholding).

NOTE that should the Thane fail to pay the monthly duty for a period of 30 days beyond its established pay date, then the Crown may exercise an interim contest where the delinquent Thane must defend their landholding under the same contest of arms conditions (excepting that the standing Thane need not put forth an entry duty) underwhich the Deed was won.  Should the Thane successfully defend their claim, they must pay twice the back-due duty to the Crown, then continue the standard duty for the balance of their year.
